Environmental Engineer

Summary This position is located within the Agricultural Research Service, Field Organization, Northeast Area, Beltsville Agricultural Research Center, Office of the Director, Safety Occupational Health & Environmental Staff, Beltsville, Maryland.
The incumbent serve as a technical specialist to oversee and advise management on the strategies to resolve problems for the waste site cleanup and remediation activities.
Responsibilities Serves as a technical expert to interpret, develop, and apply local regulations, policies and procedures, standards, education and training programs, and operational strategies necessary to achieve the missions, goals, and objectives.
Assists in the review, analysis, and interpretation of environmental standards and guidelines from Federal, State, and Local entities to identify current and potential impacts on The Center's working conditions and the environment (non-laboratory).
Assists in developing strategies and plans to bring The Center's operations into compliance, determines variances where necessary, and establishes policies, guidelines, and training.
Evaluates the hazardous waste sites for inclusion in the CERCLA or non-CERCLA cleanup program.
Restores environmental conditions, including natural water and land habitats, such as wetlands, woodlands, and meadows.
Leads contractual efforts for cleanup and remediation of sites in the environment.
Leads in the preparation of environmental impact assessments and reviews, and interprets and enforces regulatory guidelines to ensure compliance.
Assists with ensuring activities at The Center are conducted according to Agency, State, and Local policies and procedures.
Provides support in negotiating Interagency Agreements, consent orders, or other legally binding agreements with the Environmental Protection Agency and Maryland Department of the Environment.
Prepares detailed reports and administrative briefings.
Assists to prepare and implement Community Relations Plans and works with the Office of Communications as necessary in accordance with ARS action plans.
Serves on Technical Evaluation Panels to select contractors.
Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirements:
Degree:
Engineering.
To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (eg, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that include the courses specified in the basic requirements under paragraph A.
The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum-- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, eg, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, eg, in interdisciplinary positions.

Specialized experience is experience directly related to the position to be filled.
Specialized experience must be described for each grade level advertised.
GS-11:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
For this position, specialized experience is experience ensuring environmental compliance for human health and safety; performing environmental planning, identification and cleanup of contamination in the environment (non-laboratory); restoring and sustaining environmental conservation in compliance with both the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and non-CERCLA cleanup and remediation efforts; and preparing detailed status reports or management briefings.
Or Education:
3 years of progressively higher level graduate education leading to a Ph.
D.
degree or Ph.
D.
or equivalent doctoral degree.
Related degrees may include Civil Engineering, Chemical Engineering, or Environmental Engineering as related to hazardous waste clean-up or management.
Or A combination of PhD level education and experience as described above.
GS-12:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
For this position, specialized experience is experience, specialized experience is experience ensuring environmental compliance for human health and safety; performing environmental planning, identification and cleanup of contamination in the environment (non-laboratory); restoring and sustaining environmental conservation in compliance with both the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and non-CERCLA cleanup and remediation efforts; and preparing detailed status reports or management briefings; and serving as contract officer or overseeing contract management and budget development.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
